The Executive Secretariat of Mexico’s Science Consulting Council was created by presidential decree on January 24th, 1989. It is the administrative support area for the day-to day operation of the CCC and its responsibilities and functions have remained unchanged since its inception.
A major function of the Secretariat is to facilitate and manage the resources the federal government supplies, through the Ministry of Education, to execute the projects and activities undertaken by the CCC. The Executive Secretariat provides the office space and logistic facilities required to carry out the work of the Council, the execution of its projects and activities, and the Premio México for Science and Technology. The role played by the CCC in advising the President and the public, private and social sectors on matters related to research and experimental development, as well as on matters of science and technology, is made possible by the functions carried out by its Executive Secretariat. The following are some of the Executive Secretariat activities that stand out: - Extending an invitation to everybody that has received or will receive the Premio Nacional de Ciencias y Artes (National Award of Science and Arts), in the fields referred to by items III, IV and V of Article 44 of the Ley de Premios, Estímulos y Recompensas Civiles (Law of Civilian Prizes, Incentives, and Rewards), and expressly manifest a willingness to participate in the CCC.
- Keep a record and follow-up on the Council’s activities.
- Prepare the Council’s meetings and record the corresponding proceedings.
- Organize, with the periodicity determined by the Executive, meetings between the President, or the various Cabinet Members, and the Council’s plenum or specific Council groups, or with the Coordinator General.
- Execute and follow up the resolutions adopted by the Plenary Assemblies of the Council, the Committees or specific groups thereof, and submit to the Plenary Assembly, through the Coordinator General, the topics, studies, and projects related with the objectives and functions of the CCC.
