He was born in the city of Chihuahua in 1938. He earned his masters and doctorate degrees in sociology at the University of Notre Dame, Indiana, USA, where he also holds a lifelong chair. He is a founder and first president of the Tijuana-based Colegio de la Frontera Norte [College of the Northern Border]. He has taught at the universities of Texas, at Austin; California, at Riverside; Institute of Science Politique, in Paris; Facultad de Ciencias Políticas [Faculty of Political Science], at the Universidad Nacional Autónoma de México (UNAM) [National Autonomous University of Mexico]; El Colegio de Mexico; and the University of Notre Dame. He is Researcher Emeritus of the Sistema Nacional de Investigadores (SNI) [National Researcher System]. He has devoted his life –at least the last three decades– to explore the global phenomenon of international migration and has fought to prevent abuse and violations of the human rights of migrants. His work has earned both national and international recognition and his proposals have found the approval of the United Nations Human Rights Commission. Dr. Bustamante was nominated as an official candidate for the Nobel Peace Prize, a motion echoed not only by various government levels in Mexico, but by virtually the entire continent. He was appointed UN Special Rapporteur on the human rights of migrants. Founder and president of the Colegio de la Frontera Norte. Secretary General of the Sindicato de Profesores e Investigadores de El Colegio de México [Union of Professors and Researchers of El Colegio de Mexico]. He was OECD correspondent for Mexico. Member of the Board of Directors of the Centro para los Derechos de los Inmigrantes [California Center for Immigrant Rights] of Los Angeles, California, and later, Mexico’s representative in the Comisión Trilateral (Mexico, United States y Canada) de Educación Avanzada [Advanced Education Trilateral (Mexico, United States and Canada) Commission], and a Member of the Consejo Consultivo de Ciencias de la Presidencia de la República (CCC) [Science Consulting Council of the President’s Office]. Member of the Board of Directors of the Universidad Autónoma Metropolitana (UAM) [Autonomous Metropolitan University]. He has received the Premio Nacional de Ciencias y Artes [National Award for Science and Arts], the Premio Nacional de Demografía [National Demography Award] and the Premio Estatal de Baja California de Ciencia y Tecnología [Baja California State Award for Science and Technology]. Dr. Bustamante is Japan’s Honorary Consul in Baja California. Cátedra Annual Fundación Bilbao Vizcaya [Annual Chair Bilbao Vizcaya Foundation]. He has authored the following books: Decadencia y Auge de las Identidades [Decadence and Rise of Identities]; Cultura Nacional, Identidad Cultural y Modernización [National Culture, Cultural Identity and Modernization]; Economía Fronteriza y Libre Comercio [Economy of the Border and Free Trade]; Frontera y Migraciones [Border and Migrations]. Dr. Bustamante has over 200 publications in various journals in the United States, France, Germany, Italy, Japan, Venezuela, Spain and Mexico; and is a regular contributor in nationally distributed Mexican newspapers. He has tutored 9 undergraduate theses, 10 masters and 3 doctoral dissertations.
