Born in Guadalupe, Nuevo Leon, in 1923. He obtained his master’s and doctorate degrees in history at the Colegio de Mexico [College of Mexico]. He was a researcher of the "Capilla Alfonsina" university library of the Universidad Autónoma de Nuevo León [Autonomous University of Nuevo Leon], where he also taught Mexican History at the Facultad de Filosofía y Letras [Faculty of Philosophy and Letters]. He has taught at the ITESM [Monterrey Institute of Technology and Higher Learning], and is a former director of the Instituto de Investigaciones Históricas de Nuevo León [Historical Research Institute of Nuevo Leon].
Chronicler of the city of Monterrey, has been archivist, librarian and researcher of local history of northeastern Mexico, especially of the state of Nuevo Leon. When he was 18 years-old he started to conduct research in the Archivo de la Catedral de Monterrey [Archive of Monterrey’s Cathedral]. Starting in 1944 he began working in the Archivo Municipal de Monterrey [Monterrey’s Municipal Archive] of which he later became director.
He founded the Biblioteca Universitaria Alfonso Reyes [Alfonso Reyes University Library] and was also in charge of the Archivo General del Estado de Nuevo León [General Archive of the State of Nuevo León] and in 1976 he was made honorary life director of the institution. He has conducted research in numerous local and national archives such as the Archivo General de Indias de Sevilla [General Archive of the Indies of Seville], the Simancas of Valladolid and in the Archivo de la Corona de Aragón [Archive of the Crown of Aragon] in Barcelona, the Austrian State Archive in Vienna, the Archive and Library of the British Museum in London.

President of the Asociación Mexicana de Historia Regional [Mexican Association of Regional History]. Member of the Comisión de Archivos del Instituto Panamericano de Geografía e Historia [Archive Commission of the Pan-American Institute of Geography and History]. Director of the Centro de Investigaciones Históricas de la UANL [Center for Historical Research of the UANL]. He belongs to the Academia Mexicana de Historia, correspondiente de la Real de Madrid [Mexican Academy of History, correspondent to the Royal Academy of Madrid]. Member of the Consejo Consultivo de Ciencias de la Presidencia de la República (CCC) [Science Consulting Council of the President’s Office].
Dr. Cavazos is a recipient of the Premio Nacional de Ciencias y Artes [National Prize for Arts and Science]; the Palmas Académicas de la Academia Nacional de Historia y Geografía [Academic Palms of the National Academy of History and Geography]; the Serafín Peña Medal of the Ayuntamiento de Guadalupe [Guadalupe City Council]; Honorary Mayor of San Antonio, Texas; the Diego de Montemayor Medal, declaring him Ciudadano Ejemplar [Exemplary Citizen] of Monterrey; the José de Escandón Medal of the Sociedad Tamaulipeca de Historia [Tamaulipas Historical Society]; Medalla al Mérito Cívico [Civilian Meritorious Medal] of the Nuevo León Government; Caballero Gran Placa de la Imperial Orden Hispánica de Carlos V [Great Plate Knight of the Carlos V Hispanic Imperial Order]; the Alfonso Reyes Medal of the UANL; Mención Nacional al Mérito Archivístico [National Mention for Archivist Merit], Archivo General de la Nación [General Archive of the Nation].
He has delivered hundreds of conferences throughout the world and published 13 essays and over 25 books, of which the following stand out: Mariano Escobedo, El glorioso soldado de la República [The glorious soldier of the Republic], Breve historia de Nuevo León [Brief history of Nuevo León] and the Catálogo y síntesis de los Protocolos del Archivo Monterrey [Catalog and synthesis of the Protocols of the Monterrey Archive].
