I gladly offer you a warm welcome to the new Web site of Mexico’s Science Consulting Council of the Presidency of the Republic (CCC). It is a window of information on our counselors, their various activities and important issues of science and technology.

Today, state governments increasingly manifest their interest in basing the actions of their administrations on the views of the various social sectors. The advancement of knowledge and the speed at which technological changes occur in increasingly globalized societies force the people in government to come close to generators of knowledge and innovation.

The complexities of a modern society are very pronounced in countries like ours. In order for our people to level their equity balance, without losing the momentum required by the advancement of knowledge in different fields, calls for a body of clear policies to promote higher education, science, technology and innovation.

It has emphatically been said, time and time again, that knowledge is the lever of development. This governmental conviction is measured by the appearance of consulting units to carry out their tasks. The support of highly specialized researchers in various fields is crucial on the face of an actual emergency or the occurrence of challenges and threats to the overall welfare of a population.

Researchers play a central role in both, the formulation of policy on science and technology, and in anticipating risks to society. This was the rationale that led to the creation of the Executive Secretariat of the Science Consulting Council (CCC), a counseling and technical support body for the Executive Branch of the Federal Government, by presidential decree published in the Official Gazette on January 24th, 1989.

The CCC is composed of 111 counselors, all active researchers or technologists that have been honored with the highest distinction conferred by the Mexican Government, the Premio Nacional de Ciencias y Artes (National Award for Science and Arts). Their valuable knowledge and experience is poured into counseling the Executive and various other social organisms that request it.

On behalf of them all and myself, in my capacity as Executive Secretary of the Science Consulting Council, I welcome you to our Web site hoping that it helps to disseminate our contribution to society and the academic community.
